I.Regarding Packaging

The packaging of lithium batteries must meet the general requirements for the use and appraisal of dangerous goods packaging and the packaging guidelines in the international dangerous goods regulations for the corresponding mode of transportation.

It should be noted that limited quantity packaging,excepted quantity packaging,and intermediate bulk containers are not applicable to lithium - battery products.

If the lithium - battery products comply with Article 188 of the special provisions for the transportation of dangerous goods,they do not need to apply for use appraisal.

II.Regarding Labeling and Marking

The exclusive Class 9A dangerous goods label for lithium batteries must be affixed to the packaging.If the label is affixed to the outside of the freight transport unit,the Class 9 dangerous goods label shall be used.

2.Lithium batteries or battery packs that comply with the special provisions of Article 188 must be labeled with the "Lithium Battery Handling Label."

The external part of lithium - ion battery products shall be marked with the rated capacity value in watt - hours (Wh).

The size requirements and design elements of labels and markings are clearly specified,including minimum size,color,symbols,numbers,etc.

Size Requirements:

The minimum size is 100mm×100mm,and the minimum width of the inner line of the rhombus outer edge is 2mm.The lines inside the edge are parallel lines,and the distance between the outer edge of the line and the rhombus edge is 5mm.In cases where the size is not clearly specified,all elements should be approximately proportional to the illustration.If the size of the packaging requires,the size can be reduced accordingly,but the symbols and other elements of the label should be clearly visible.

Label Elements:

Symbol (upper part: seven black vertical stripes; lower part: a set of batteries,one of which is damaged and on fire): black; background color: white; number "9": underlined at the bottom,written in the corner,black.

Application Scenarios:

For lithium battery products that comply with the special provision 188 of the TDG,apply the label as shown in the figure above,and indicate the UN number starting with the letters "UN"; if the package contains lithium batteries or battery packs with different UN numbers,use one or more labels to indicate all applicable UN numbers.

Size Requirements:

The marking is rectangular or square.The width of the edge hatching is not less than 5mm.In the 21st revised version of the United Nations TDG regulations,the minimum size was revised from the original 120mm×110mm to 100mm×100mm.If the size of the packaging requires,the size can be reduced accordingly,but not less than 100mm×70mm.

Label Elements:

? The symbol is black (a set of batteries,with one damaged and on fire),and the edge hatching is red.

?Here is the United Nations number;* Here is the telephone number.

? Forthe method,starting from January 1,2023,the requirement to display the telephone number on the label is cancelled.

Application Scenarios:

Only packages containing lithium batteries or battery packs transported separately by cargo aircraft in the air transportation mode are allowed.

Size Requirements:

120mm×110mm

Position Requirements:

It shall be placed on the same side as the Class 9 dangerous goods marking,and it is prohibited to cross sides or fold corners.

III.Regarding Product Safety

Unless the exemption conditions are met,exported lithium batteries must pass the United Nations 38.3 test and provide a test summary.

Each battery and battery pack needs to have a safety venting device that can prevent damage due to stress in ordinary accidents.

Each battery and battery pack needs to be equipped with an effective device to prevent external short - circuits.

Each battery pack containing multiple parallel batteries or battery series needs to be equipped with an effective device to prevent dangers caused by reverse current,such as diodes,fuses,etc.
