III.Export declaration

Manufacturers exporting fireworks and firecrackers must undergo registration management by the competent customs authority.Before declaring exports,enterprises must obtain a customs registration code and submit an inspection application prior to the shipment of goods.The registration code consists of four parts: regional code,fireworks identifier "F," enterprise number,and production batch year.Correct code marking is crucial for ensuring the traceability of fireworks and firecrackers.

IV.Export inspection

The Measures for the Inspection and Management of Exported Fireworks and Firecrackers stipulate that manufacturing enterprises shall produce fireworks and firecrackers in accordance with international laws and regulations and conduct inspections in accordance with international standards.The export declaration of fireworks and firecrackers is carried out through the Single Window of China International Trade.The manufacturing enterprise shall submit to the customs the Declaration of Export Fireworks and Firecrackers Manufacturing Enterprise and the Inspection Results Sheet for the Performance of Entry - Exit Goods Packaging issued by the customs where the manufacturing enterprise of the packaging containers for dangerous goods is located.

Dangerous goods transportation mark and product logo:

The transport packaging shall be marked with the dangerous goods packaging mark specified by the United Nations and the registration code mark of the manufacturing enterprise.

V.Conformity assessment

The declaration for exporting fireworks and firecrackers is conducted through China’s International Trade "Single Window." Production enterprises must submit the "Declaration of Fireworks and Firecrackers Export Production Enterprise" to customs,along with the "Inspection Result Sheet for Performance of Packaging of Import and Export Goods" issued by the customs at the location of the hazardous goods packaging container production enterprise.

The products shall be complete,clean,and free from obvious deformation or damage in appearance.Component inspection

Appearance Inspection: The product should be complete and clean,with no obvious deformation or damage in appearance.

Component Inspection: The components such as the base,bottom plug,and ignition device shall meet the standards and be firmly installed.

Structure and Material Inspection: The structure and material of the product shall ensure safety and reliability.

Type and Quantity of Pyrotechnic Composition Inspection: Prohibited substances shall not be used in the product,and the maximum charge amount of a single product shall not be exceeded.

Safety Performance Inspection: It includes drop test,thermal stability test,low - temperature test,etc.

Ignition Performance Inspection: Check the height,launch deflection angle,sound level value,etc.

According to the Law of the Peoples Republic of China on Commodity Inspection,the packaging containers for the production of exported dangerous goods must undergo performance appraisal by the commodity inspection agency.Dangerous goods using packaging containers that have not passed the appraisal shall not be exported.

For the goods that pass the inspection,an electronic account and the Results Sheet of Identification for the Use of Transport Packaging of Exit Dangerous Goods will be issued.For the unqualified goods,they can be submitted for inspection again after technical treatment.

As a special export commodity,the production,sales,transportation,and export of fireworks and firecrackers are strictly regulated.Export enterprises must strictly abide by relevant laws and regulations to ensure that each batch of fireworks and firecrackers meets international standards and the requirements of the importing country,so as to ensure the smooth export of goods and the safety of the transportation process.
