Mexico's Economy Ministry launched an anti-dumping investigation into Chinese PET resin. Understand the scope, timeline, and potential impact on exporters.

On January 29,2024,the Mexican Ministry of Economy issued an important announcement,officially announcing the launch of an anti-dumping investigation into polyethylene terephthalate (PET resin) originating from China.This move was in response to a request from Mexican local enterprises,aiming to investigate whether there is dumping behavior of PET resin produced in China,and whether such behavior has caused damage to Mexico’s domestic industry.

The products involved include virgin polyester resin with an intrinsic viscosity of not less than 60 ml/g (or 0.60 dl/g) and mixtures of virgin polyester resin with an intrinsic viscosity of not less than 60 ml/g (or 0.60 dl/g) and recycled PET.The TIGIE tariff numbers of these products in Mexico are 3907.61.01 and 3907.69.99.

The dumping investigation period of this case is set from July 1,2022,to June 30,2023,while the injury investigation period starts from July 1,2020,and lasts until June 30,2023.The announcement takes effect on the day following its release.

It is worth noting that according to relevant Mexican laws,the Mexican Ministry of Economy has the right to retroactively levy anti - dumping duties on the products involved that have been declared to Mexico within 90 days before the implementation of the provisional anti - dumping measures.This regulation means that even before the formal ruling,some imported goods may face additional financial burdens.
