The new rule cancels the license - free treatment for the lowest - level military and aerospace - related items (i.e.y items) when they are incorporated into foreign - made products and then exported or re - exported from abroad to Russia or Belarus.This means that even if these items are manufactured abroad,they still need to obtain corresponding licenses when shipped to Russia or Belarus. Clarifying amendments:
The new rule also makes some clarifying amendments,including excluding transactions involving the deployment of the Ukrainian armed forces to the Crimean region temporarily occupied by Ukraine and the covered areas of Ukraine or in that region from the BIS license requirements.
