Regulatory Authorities Responsible for CR Certification in Vietnam
The regulatory authorities for electronic and electrical product certification in Vietnam are the Ministry of Science and Technology (MOST) and the Directorate for Standards, Metrology, and Quality (STAMEQ). These two agencies are responsible for formulating and implementing relevant standards and regulations for electronic and electrical products.
CR Certification Bodies in Vietnam

Energy Efficiency Requirements for Electronic and Electrical Products in Vietnam
Vietnams energy efficiency label certification is a mandatory certification issued and implemented by the Ministry of Industry and Trade (MOIT). Relevant certification bases include Decision No. 79/2006/QD-TTg in 2006, Resolution No. 36/2016/TT-BCT in 2016, and Decision No. 04/2017/QD-TTG in 2017.
Electrical products requiring energy efficiency certification
Include air conditioners, refrigerators, washing machines, rice cookers, fans, televisions, fluorescent lamps, fluorescent lamp ballasts, heat storage devices,solarwater heaters, LED lamps, storage water heaters, laptops, and 20 other product categories. The Vietnamese government implements minimum energy efficiency standards, and electrical products with energy efficiency levels below the minimum standard will be prohibited from import and production.

Control Requirements for Toxic and Hazardous Substances
The Vietnamese government has imposed control requirements on toxic and hazardous chemical substances contained in 9 types of electronic and electrical products, including audiovisual equipment, vending machines, various tools, information, communication and technology equipment, large household appliances, lighting fixtures, small household appliances, sports equipment, and toys. Restricted hazardous substances in these products include cadmium, hexavalent chromium, lead, mercury, as well as polybrominated biphenyls (PBBs) and polybrominated diphenyl ethers (PBDEs). According to regulations, except for cadmium, which is limited to 0.01%, the content of the other five hazardous substances must not exceed 0.1%.
