Solid-State Power Supplies: Thought “Non-Hazardous” = Easy Flight? Airport Said NOP
or complex compliance issues.
clearance and fund security.

I.A box of so-called “non-hazardous” samples that were “detained” by airport security
By the end of 2024,a company in Shenzhen specializing inA tech company specializing in energy-storage solutions, determined to deliver its latest “solid-state portable power” prototype before the opening of Electronica Munich, opted for express shipping.Sales Director Manager Zhang was full of confidence before shipment: “This is all-solid-state battery technology—no flammable electrolyte,no fire when punctured,an absolutely safe product. There’s definitely no need to ship it as dangerous goods.”
However, reality dealt him a heavy blow. The cargo was seized outright by security at the Shenzhen Airport International Cargo Terminal. The reason given by security was straightforward:Although you call it a “solid-state power supply,” as long as it contains lithium metal or a lithium-ion transport medium and you do not provide a special appraisal certificate for its “solid-state” characteristics, airlines will uniformly apply the high-risk handling standard for UN3480 (lithium batteries). What’s worse, during the inspection customs officers pointed out that the device’s control chip involves “third-generation semiconductor (GaN/SiC)” technology and may have run afoul of the latest export-control list.
As a result, not only did the shipment miss the first day of the exhibition, the company also had to redo the UN38.3 test and urgently apply to the Ministry of Commerce for a dual-use item screening. The demurrage and re-routing fees exceeded three times the value of the samples. This case exposes the core contradiction in current solid-state power-supply exports:The tug-of-war between the “advanced” nature of technology and the “l(fā)agging” nature of regulatory laws.
II.Three “Hidden Minefields” in Solid-State Power Supply Exports
Solid-state power supplies occupy an extremely awkward gray zone in export classification and regulation: they are neither conventional liquid lithium batteries nor ordinary switching power supplies.
- CognitiveBiasinProductNamingandClassification
- Misconception:Manycompaniesbelievethatanythingcalleda"powersupply"shouldautomaticallybeclassifiedunder8504(Converter/StabilizedPowerSupply).
- Reality:Ifthecorefunctionofthissolid-statepowersupplyis"energystorage"(i.e.itisinternallycomposedmainlyofsolid-statebatterycells),accordingtotheGeneralRulesforClassification,itwillmostlikelybeclassifiedunder8507(Battery)。Thedifferenceintaxnumbersdirectlyaffectstherefundrate(usually13%)andthedestination-porttariff.Morecritically,ifitisanindustrialmicrowave/RFsolid-statepowersupply(non-batterytype),itisindeedclassifiedunder8504,andtheregulatoryconditionsforthetwoareworldsapart.
- The "Identity Crisis" of Hazardous Materials Transportation

III.Core Operating Procedures and Compliance SOP
To ensure the smooth overseas launch of solid-state power supplies,it is recommendedThe company establishes the following standard operating procedures:
1.Classification,Qualitative Determination,and HS Code Lock-in Output:
Before signing the contract,be sure to break down the product’s technical schematics.
| Core Features | Recommended HS Code | Key Elements of Declaration | Remarks |
| Portable / Energy-storage (The core is the solid-state cell) | 8507.6000 (Lithium-ion battery) | Capacity, material, mercury content, intended use | Although it is solid-state,it is still safest to classify it under the broader lithium-ion category for now. |
| Industrial drive/generator (The core is power conversion) | 8504.4099 Other static converters) | Power, voltage accuracy, core component materials | It is essential to confirm whether controlled semiconductor chips are included. |
2.The “double insurance” of logistics and transportation identification Output:
Do not try to slip through under the guise of “general cargo.” Even for all-solid-state batteries, the following closed loop must be completed:
- Step1:UN38.3TestUpdate
- Whensubmittingforinspection,thewords“Solid-StateElectrolyte”mustbeexplicitlystatedinthetechnicalspecification;nevertheless,theproductmuststillpasseighttestsunderthetestingstandards,includingaltitudesimulation,temperaturecycling,vibration,andshock.
- Note:Whennew-technologyproductsundergo“over-charge”and“forced-discharge”tests,theirbehaviordiffersfromthatofliquid-electrolytebatteries;theacceptancecriteriamustbediscussedwiththetestingagencyinadvance.
- Step 2: Tips for Filling Out Section 14 of the MSDS
- In"TransportInformation,"althoughUN3480isstillused,itisrecommendedtoaddanotein"SpecialPrecautions."“Solid-StateBatteryTechnology,Non-flammableelectrolyte”.Thiscanserveasabasisfornegotiatinglowerfreightratesormorefavorablestowagepositionswhenfacingcarrierinspections.
- Step 3: Packaging Compliance
- StrictlyenforcePI965(PureBattery)orPI966/967(Accompanying/Built-in)Packaginginstructions.Solid-statepowersourcesusuallyhaveanextremelyhighgravimetricenergydensityandmustbeshippedinaClassIIorhigherdangerous-goodspackagingbox(UNbox)bearingaClass9label.
3.Export Control Compliance Screening Output:
For solid-state power supplies containing third-generation semiconductor materials,a “technical-specification penetration” must be completed before shipment:
- ChecktheBOM:Checkwhetherthepowermodules(MOSFET/IGBT)containgalliumorgermaniumsubstratesthatarelistedonthecontrollist.
- EfficiencySelf-Check:Certainhigh-frequency,high-powersolid-statemicrowavepowersupplies(usedinindustrialheatingorradar)areconsidereddual-usesensitiveitemsiftheirfrequencyexceedsaspecificthresholdinhertz.
- ApplyforaLicense:Iftheredlineistouched,anEnd-UserCertificateandanEnd-UseStatementmustbesubmittedtotheProvincialDepartmentofCommerce45daysinadvance.
IV.Practical Export Operation Checklist
In the face of increasingly complex technical barriers and trade conditions, exporters should immediately implement the following “Action Checklist”:
- List1:PerfecttheTechnicalConstructionFile
- Prepareabilingual“TechnicalPrinciplesStatement”thatspecificallyexplainsthechemicalstructureandsafetyprofileofthe“solid-state”material,stampitwiththecompanyseal,andkeepitonfile.Whencustomsquestionstheclassificationorhazards,thisdocumentisfarmoreeffectivethanasalesbrochure.
- List 2: Refreshing the Logistics-Vendor Pool
- Lookingforafreightforwarderwithexperiencein“new-energydedicatedlines.”O(jiān)rdinaryforwarderssee“powersupply”andtreatitasgeneralcargo,orsee“battery”andsimplyrefuse.Onlyaspecialistknowshowtousea“solid-statesafetyreport”topersuadethecarriertoaccepttheshipment.
- List 3: Buyer Alert Management
- UnderDDP(DeliveredDutyPaid)terms,adviseoverseasbuyersinadvance:solid-statepowersuppliesmayfacestricterscrutinyunderrecyclingdirectives(BatteryRegulation)atthedestinationport—especiallyintheEUandtheUS.HavingaCarbonFootprintDeclarationreadyinadvancehasbecometheentrytickettohigh-endmarkets.
Summary: Exporting solid-state power supplies is,in essence,a “proof problem”: you must use standardized documents to convince a conservative regulatory system of the safety of the new technology.Never cut corners by concealing information in your declaration; once the Customs Anti-Smuggling Unit opens a case for “falsely declaring general cargo,” what gets frozen is not just that shipment, but the entire company’s export-credit qualification.
