Exporting printing consumables may seem straightforward, but HS code pitfalls can be fatal. This article provides a deep dive into the common classification errors (4811 vs. 4823) for thermal and photo paper. We reveal essential strategies for BPA-free compliance, anti-curl packaging SOPs, and anti-dumping navigation to help you mitigate the risk of customs rejection and returns.

Last week,Mr.Chen, who runs an office supplies export business in Guangdong, urgently contacted me.A container of "thermal cash register paper" that he sent to Brazil was detained at the port of Santos.

The reason sounds rather unfair: Mr.Chen’s customs declaration agent,in order to save trouble, classified all the cut-sized "80mm x 80mm cash register paper" as "raw paper rolls" for declaration. After inspection by Brazilian customs,it was determined that this belonged to "finished products cut to specific sizes",with a different HS code. Not only did the tariff rate skyrocket, but also because no specific technical certification for the finished products was provided, they faced huge fines and the risk of being returned to the sender.

In the field of printing supplies exports,"Paper" is not just paper; it’s a "composite material coated with chemicals".The RC coating on photographic paper, the color-developing layer on thermal paper, and the adhesive layer on self-adhesive labels—any change in their chemical properties could result in a change in customs classification (HS Code) from "Chapter 48 (Paper)" to "Chapter 37 (Photographic Materials)" or even "Chapter 39 (Plastics)".

Today,we will conduct an in-depth analysis of the export compliance process and classification pitfalls for these three types of "specialty paper".

Next to the ticket printer on the desk (with a color keyboard),there are multiple rolls of white thermal paper (including one roll with printed barcodes and text),showing the usage scenarios of printing equipment and consumables.

I.Core Logic of "Specialty Paper" Classification: Coating and Size Determine Fate

The customs officers focus on the paper itself, not on how you use it.They only check what’s coated on the surface and the size of the cut pieces.

The following table provides guidance on the most commonly confused classifications for printing supplies exports:

Product NameCore FeaturesCorrect HS code (for reference)Classification Logic and How to Avoid Pitfalls
Self-adhesive paperThe back is coated with a layer of glue4811.41.00Ironclad rule: As long as it’s "self-adhesive" paper,it must be classified under 4811.41.Don’t classify it under Chapter 49 (printed matter) just because it has printing on the surface, unless the printed content is a core function (such as stamps).
Thermal paperIt is coated with invisible dye on the surface, which turns black when exposed to heat4811.90.00 (Large Roll)

4823.90.90 (Small Roll)

Size Trap:

1.Large rolls (Jumbo Rolls) with a width of > 15cm are classified under tariff code 4811.90.

2.Finished small rolls with a width of ≤ 15cm (such as supermarket cash register paper) are considered to have been "cut into specific shapes" and are classified under the code 4823.90.Tax rebate rates may differ!

Inkjet photo paperThere is an ink-absorbent coating on the surface (cast-coated/RC).4811.51 (Bleached,>150g)

4811.59 (Other)

Material Trap:

1.RC Polaroid film(Double-sided coating): Although it looks like plastic, the base material is paper,so it is still classified under 4811.

2.Traditional silver-halide photographic paper(Darkroom developing): Classified under 3703(Photosensitive material).

3.PET back-adhesive photo paper: If the substrate is PET plastic rather than paper,it should be classified as Chapter 39.

II.Standard procedures for the entire process of exporting printed materials

The most serious problems facing the export of specialty paper are "moisture damage" and "spoilage".These are not just logistical issues, but also crucial to ensuring the quality of product delivery.

Step 1: Purchasing and cutting raw materials

Output:

  • BPAFree(BisphenolACompliant):
    • Painpoints:TheEuropeanUnion(undertheREACHRegulation)andsomeUSstatesstrictlyprohibittheuseofbisphenolA(BPA)inthermalpaper.

III.Risk warnings from experts

1.The "ambush" of anti-dumping duties

The United States, the European Union, and South America (such as Argentina and Brazil) impose varying levels of anti-dumping duties on specific coated paper and thermal paper imported from China.

  • Expertssuggest:Beforeacceptinganorder,itisessentialtocheckthelatestanti-dumpingtaxratesfortheHScodeinthedestinationcountry.Ifthetaxrateistoohigh(forexample,theUnitedStatesimposesataxrateofupto100%+oncertaincoatedpaper),youneedtoconsidertransshippingthroughathirdcountry(suchasSoutheastAsia)(Needtoassesscompliancerisks).

2.The disaster of glue overflow from "self-adhesive labels"

The self-adhesive materials are prone to "oozing glue" on the sides when stored in high-temperature and high-pressure containers, which results in the entire stack of paper sticking together and becoming unprintable on the printer.

  • Expertssuggest:Fortheexportofself-adhesivelabelstotropicalregions(theMiddleEastandSoutheastAsia),itismandatoryforfactoriestousespecificmaterialsandproductionprocessestoensurethelabels’durabilityandresistancetohightemperaturesandhumidity.High-temperatureheat-meltadhesiveorWater-basedadhesiveAndwhencutting,leaveamarginofthe"siliconecoating"attheedges(thewidthofthesiliconecoatingshouldbewiderthanthatoftheadhesivecoating).

3.The red line of brand authorization

Many customers request to print advertisements (such as bank logos) on the back of cash register receipts.
