China Customs launches a 'two-in-one' certificate reform in Shanghai for imported vehicles, effective June 1, 2023. This streamlines auto import clearance, optimizing efficiency and boosting the automotive industry. Learn the new regulations.

The General Administration of Customs has announced that,in order to optimize the business environment,improve the customs clearance efficiency for imported motor vehicles,and promote the healthy development of China’s automotive industry,a pilot reform of "two certificates in one" for the "Certificate of Imported Goods (Automobiles,Motorcycles)" and the "Inspection Sheet for Imported Motor Vehicles" will be implemented at Shanghai Customs.

It is reported that starting from June 1,2023,all automobiles and motorcycles declared for import through Shanghai Customs will be issued a unified "Certificate" combining two documents as a pilot program after the imported vehicles complete clearance procedures and pass inspection.The consignee should apply to the Customs for the issuance of the new version of the "Certificate" within three years after the imported automobiles or motorcycles are released and pass inspection.For imported non-China-specification vehicles,the original sales destination country’s model and version should be declared in the "Specification and Model" column of the customs declaration form.For imported automobiles and motorcycles that only require the original single "Certificate" or "Vehicle Document," the issuance procedures will be handled in accordance with the original management regulations.In case of any inconsistency between this announcement and Announcement No.34 of 2015 by the General Administration of Customs,this announcement shall prevail.
