China's new national food safety standards for infant formula and cheese are in effect. Understand import requirements, production dates, and compliance for foreign manufacturers.

The General Administration of Customs recently issued the Announcement on Inspection Requirements for Imported Infant Formula Foods,Processed Cheese,and Other Products in Compliance with National Food Safety Standards (No.136 of 2022),stating that the National Food Safety Standard - Infant Formula Foods,National Food Safety Standard - Follow-up Formula for Older Infants,National Food Safety Standard - Young Children Formula Foods,National Food Safety Standard - Processed Cheese and Cheese Products,and National Food Safety Standard - Concentrated Dairy Products (collectively referred to as the new national standards) will be implemented soon.To implement the Food Safety Law of the Peoples Republic of China,further optimize the business environment,and promotestable development,and in accordance with international practices and Chinas regulatory requirements,after consultation with the National Health Commission and the State Administration for Market Regulation,the following matters are announced regarding the implementation of standards for the import of the aforementioned products,including:

China Food Safety Standards for Imported Infant Formula

From the effective date of the new national standards,overseas enterprises must produce food exported to China in compliance with the new national standards.Products produced and imported before the effective date of the new national standards that comply with the original national standards may continue to be imported and sold within their shelf life,in accordance with Chinas standard implementation rules and WTO regulations.Where special provisions apply,such provisions shall prevail.To ensure a smooth transition between the old and new standards,domestic consignees or their customs clearance agents must declare the production date when submitting customs declarations for the aforementioned products.The production date must match the one on the product label and be reported as an 8-digit number in the order of year (4 digits),month (2 digits),and day (2 digits).
