Obtaining customs declaration qualifications; if delegating declaration,a customs declaration power of attorney must be signed.

Preparing customs documents: including basic documents,special documents,and supplementary documents.

Basic documents refer tocommercial and transport documents directly related to the goods,mainly including commercial invoices,packing lists,delivery (shipping) documents (or waybills,parcel receipts),and import/export duty exemption certificates.

Special documents refer to those specifically regulated by domestic laws,mainly including quota license management certificates and other types of special management documents.

Supplementary documents refer to those that customs may inspect or collect as needed,including commercial contracts and goodsBooks,business license certificates of the entrusting unit,account books and other relevant documents of the entrusting unit,and other supporting documents.

Fill out the export goods declaration form and other customs declaration forms.

Pre-entry of customs declaration

The customs declaration unit or declarant enters the declared data and content into the computer and transmits the data and content to the customs declaration automation system.

After completing the above work,the customs declaration procedures for inbound and outbound means of transport and goods can be processed.
