On April 14,2023,China notified the World Trade Organization (WTO) of updated phytosanitary certificate templates in accordance with the International Plant Protection Convention,including the PRC Entry-Exit Inspection and Quarantine Phytosanitary Certificate and the PRC Entry-Exit Inspection and Quarantine Phytosanitary Certificate for Re-export (see the new templates at the end of the article).

The General Administration of Customs is responsible for implementing the new certificates.The updated phytosanitary certificates and phytosanitary certificates for re-export will come into use on June 1,2023.During the transition period from June 1 to December 31,2023,both the new and current certificates will be valid.

For any feedback on the draft certificate templates,comments can be submitted to Chinas SPS National Notification and Enquiry Center by May 31,2023,via email at sps@customs.gov.cn.

Compared to the current phytosanitary certificate,the updated template includes some new information,such as the place of origin,the final destination country,and the name of the plant protection organization.

The implementation of the new version of the phytosanitary certificate will help improve the accuracy and efficiency of phytosanitary work,strengthen phytosanitary measures in international trade,and protect plant health and agricultural product safety.All relevant parties should pay close attention to the implementation time and requirements of the new certificate and make corresponding preparations to ensure smooth trade activities.
