July 11 news,to further meetTo meet the business needs of enterprises such as e-commerce platforms,optimize the business environment at Shanghai’s aviation ports,and enhance the service and support capabilities of Shanghai Airport as an air cargo hub,Shanghai Airport Group has released the "Shanghai Airport Cross-Border E-Commerce Cargo Facilitation Transport Pilot Program" (First Edition) (hereinafter referred to as the "Program").

The plan clarifies the main responsibilities,operational procedures,and relevant management mechanisms for all parties involved in the cross-border e-commerce cargo transportation process.It ensures risk control at each stage—"before,during,and after" transportation—to facilitate the safe air transport of cross-border e-commerce goods.Guided by the fundamental principle of "equivalent safety" and the basic requirements of "safety first,maximum simplification,and traceable accountability," the plan guarantees that transportation security remains uncompromised.

The Program aligns with the current rules of the International Civil Aviation Organization (ICAO) for air cargo transportation,strictly complies with the Civil Aviation Administration of Chinas (CAAC) regulations and policies on air cargo transportation,specifies the transportation conditions for cross-border e-commerce lithium battery-containing goods (e.g.Bluetooth earphones),and establishes a cross-border e-commercefacilitation transportation list,optimizing the document review process for cross-border e-commerce cargo acceptance.

After the Programs implementation,the acceptance process for special outbound goods such as cross-border e-commerce lithium battery-containing goods and cosmetics will be further simplified,and the shipping efficiency at the airport port will be improved.This initiative will effectively enhance the processing speed of cross-border e-commerce cargo at Shanghai Airport,further consolidating Shanghais position as an international air cargo hub.

Cross-border e-commerce is a new engine for Chinashigh-quality development and has maintained rapid growth in recent years.From January to May this year,cross-border e-commerce cargo volume at Shanghai Airport reached 181,300 tons,a year-on-year increase of 109%,accounting for 11% of the airports total cargo and mail throughput.This growth data reflects the significant contribution of cross-border e-commerce to Shanghai Airports overall cargo volume and highlights the markets urgent need for facilitated transportation measures.

In recent years,Shanghai Airport has focused on improving the business environment and building the "Shanghai Air Logistics Public Information Platform."Promote the integration of the "AviPort" platform with Shanghai’s "Single Window" for international trade to better enable the digitization and facilitation of air logistics.In terms of hardware facilities,Shanghai Airport has commenced the construction of the intelligent cargo terminal and centralized inspection center in the west cargo area of Pudong Airport,further meeting the requirements for efficient customs clearance of air cargo.
