I am the person in charge of a small and medium-sized manufacturing enterprise that has just started foreign trade export. This is the first time we have worked with an export agency, and our client requires us to provide export agent scale description materials, but I have no idea how to write it. What my friends told me is all over the place: some say just write the annual export value, some say add the number of ports, and others say to include shipping company resources. I am afraid that a wrong writing will affect the client's trust or cause customs detention due to problems in customs declaration. I received the document list from the agency yesterday, which clearly requires filling in the agent scale, and I am very anxious now. I don't know what content should be included to be compliant and accurate, and are there any specific dimensions or template references?

Many enterprises have cognitive misunderstandings when filling in export agent scale, thinking that only the annual export value needs to be filled in. This one-sided expression is easy to arouse customs doubts. If the data dimensions are missing, the customs system may mark it as "risk declaration",trigger manual document review or on-site inspection, cause goods to be detained at the port for 3-7 days, generate additional costs such as demurrage and storage fees, and even affect the enterprise's customs credit rating.
To avoid such risks, the export agent scale needs to include four core dimensions: first, annual export cargo value (needs to be subdivided by product category, such as 60% mechanical and electrical products and 40% textiles),second, service coverage scope (such as 12 domestic ports and 30 overseas ports),third, cooperative resource qualifications (such as cooperation with 5 first-class shipping agents and holding AA-class customs declaration qualifications),fourth, compliance records (no order rejection in the past three years, and inspection rate lower than the industry average).
If incomplete data has been submitted, you need to contact the agency to apply for modifying the declaration information within 24 hours, and prepare relevant supporting documents (such as contracts, invoices, freight forwarding agreements) to ensure that the data is consistent with the documents. In the long run,it is recommended to establish a dynamic update mechanism for agent scale, verify the data every quarter to avoid compliance risks caused by delayed information.

From the perspective of customs declaration, the export agent scale needs to match the qualifications of the "operating unit" on the customs declaration form. If the agency is an AA-class enterprise, it needs to be clearly marked in the scale, and the customs will give preferential clearance treatment; if it is a Class B enterprise, it needs to supplement the compliance records of the past year. In addition, the cargo value data in the scale needs to be consistent with the "total price" field on the customs declaration form. If there is a deviation, a price difference explanation (such as exchange rate fluctuations, product upgrades) needs to be provided to avoid triggering price review disputes.

From the logistics dimension, the export agent scale needs to include content related to cargo right control capabilities. For example, whether it has independent warehouses, whether it can provide door-to-door full tracking services, what the container shortage rate is in the past year, etc. This information can help clients evaluate the logistics stability of the agent. If it is not reflected in the scale, it may cause clients to choose other agents. In addition, it is necessary to clearly mark whether the cooperating shipping company is an OWS member to ensure priority access to space during space shortages.

From the tax perspective, the cargo value data in the export agent scale needs to be consistent with the VAT declaration form and export tax refund declaration data. If there is a difference, the tax authorities may initiate a letter of investigation and require the enterprise to provide proof of transaction authenticity. It is recommended to add "the amount of export tax refund and compliance rate in the past three years" to the scale to prove that the enterprise's tax situation is good and reduce the risk of letter of investigation. At the same time, if it involves VAT deferral business, it is necessary to mark whether the agency has relevant qualifications.

From the perspective of payment and receipt compliance, the export agent scale needs to include information related to foreign exchange settlement capabilities. For example, whether it can provide multi-currency settlement services, whether the settlement error rate is less than 0.5% in the past year, etc. This data can prove the agency's capital management capabilities and avoid client fund retention due to settlement problems. In addition, it is necessary to clearly mark whether it supports CIPS RMB cross-border payment to comply with the latest foreign exchange policy requirements in 2026.

From the legal perspective, the cooperative resources in the export agent scale need to clearly mark whether an exclusive agreement has been signed. If the agency has signed an exclusive agreement with the shipping company, it needs to be explained in the scale to avoid clients thinking that the agency can provide more options. In addition, the compliance records in the scale need to include whether there are intellectual property disputes. If there are, the resolution results need to be supplemented to ensure compliance with the customs intellectual property protection filing requirements.

In the export tax refund audit, the data of the agent scale needs to be consistent with the four flows (contract flow, fund flow, cargo flow, document flow). If the annual export value in the scale is inconsistent with the cargo value declared for tax refund, the audit department may require the enterprise to adjust the tax refund amount and even recover the refunded tax. It is recommended to add "the accuracy rate of tax refund declaration in the past three years" to the scale to prove the agency's document management capabilities, and regularly audit the scale data to ensure consistency with actual business.
