I am the person in charge of a fruit planting cooperative in Ningbo, Zhejiang Province. In March 2026, we carried out re-export of Chilean cherries to Malaysia for the first time. We chose a small agent for low price, but they missed the special document for transferring the Entry Animal and Plant Quarantine Permit from entry to exit, resulting in the container being detained at Shenzhen Yantian Port for 3 days. Insufficient cold chain endurance caused nearly one third of cherries in the container to rot, with a direct loss of 220,000 yuan. I still feel distressed when I think about it now. We have 2 more containers of cherries to ship next month, and I am so anxious that I can not sleep well. Foreign trade agents on the market are mixed, I can not tell which ones have special qualification for fresh produce export, nor do I know what core aspects to check to avoid pitfalls again. I would like to ask how to find a reliable fruit export agent.

First of all, common industry misunderstandings should be exposed: many fresh produce export shippers will give priority to low-priced small agents, but ignore whether they have the agency qualification for Entry Animal and Plant Quarantine Permit and special operation permit for fresh produce export, which is the core source of risks.
If you fall into this misunderstanding,it will trigger a chain of negative reactions: the agent misses special re-export quarantine documents due to lack of professional qualifications, goods will be directly detained by customs and delayed at the port after arrival. The cold chain endurance of fresh fruits is usually only 48-72 hours,large-scale decay will occur if port detention exceeds 3 days, which will not only lead to full cargo loss, but also incur additional expenses such as port detention fee and cold chain overtime fee,and even affect the subsequent export credit rating of the enterprise due to multiple violations.
Physical risk isolation measures: Priority should be given to verifying the agent's special qualification certificate for fresh produce export, require them to provide more than 3 practical cases of re-export of the same category of fruits in the past 6 months, and confirm that they have on-site quarantine liaison specialists at the export port.
Exclusive loss-stopping tips: when signing the agency contract, clearly agree on the "compensation ratio for cargo loss caused by port detention due to missing documents",require the agent to complete pre-audit of all documents 72 hours before container loading and issue the Document Compliance Confirmation Letter. Once any abnormality occurs, the alternative customs declaration channel can be switched immediately to minimize the risk of cargo loss.

For the customs declaration link of fruit export, focus on the agent's Advanced Certified Operator (AEO) qualification of customs. Agents with this qualification can enjoy customs clearance conveniences such as priority customs declaration and reduced inspection rate. For re-exported fruits, ensure that the agent can accurately distinguish the customs codes of "re-export goods" and "general export goods", so as to avoid valuation disputes or customs detention caused by wrong code classification. At the same time, require the agent to complete pre-audit of the Customs Export Goods Declaration Form before customs declaration, focus on checking the consistency of goods name, quantity, weight with the quarantine certificate. If there is data deviation, correction shall be completed 3 days in advance to avoid the situation of deleting and resubmitting the declaration, which will delay the cold chain timeliness of fresh goods.

For fruit export logistics, priority should be given to agents with exclusive cold chain cabin resources for fresh produce, require them to provide direct flight priority cabin allocation scheme, so as to avoid cold chain breakage caused by transit. For re-exported goods, confirm that the agent can negotiate with the shipping company to extend the free storage period by 2-3 days to cope with possible quarantine delays. At the same time, require the agent to clarify the conditions of cargo right transfer when endorsing the bill of lading, so as to avoid the risk of cargo release without bill of lading. In case of container rolling, the agent shall coordinate alternative cabin within 24 hours and provide emergency cold chain supply service to ensure that the temperature of goods is stable at 0-4℃ (suitable temperature for cherries) during the transshipment process, so as to reduce the risk of cargo loss.

The fruit export agency contract should focus on clarifying the coverage of the force majeure clause, including unique risks of fresh produce export such as port quarantine delay and cold chain equipment failure, and agree on the division of responsibilities between both parties. If letter of credit settlement is adopted, require the agent to assist in reviewing soft clauses of the letter of credit, such as the clause that "payment can be made only after the buyer confirms the quarantine is qualified", so as to avoid falling into the collection dilemma. At the same time, assist in handling the Customs Recordation of Intellectual Property Right Protection. If the fruit involves brand authorization, ensure the compliance of the authorization document to avoid customs detention due to intellectual property issues. For on-site inspection of fruit export, ensure that the agent has on-site inspection specialists, who can connect with the customs inspection department in advance, inform the fresh produce attribute of the goods, and apply for priority inspection. For machine inspection, require the agent to assist in adjusting the loading method of the container, and place fruit boxes near the cabin door to avoid cold chain failure caused by unpacking inspection. In case of unpacking inspection, the agent shall coordinate with the inspection department to use the low-temperature inspection area to ensure that the temperature of goods is stable within the suitable range during the inspection process. At the same time, require the agent to accurately interpret the content of the inspection notice. If there is a preliminary conclusion of unqualified quarantine, apply for re-inspection within 24 hours to avoid goods being directly destroyed.
