I'm a factory in Huzhou that manufactures chainsaws. A Thai client wants to purchase 200 units, and this will be our first export. Could you please tell me how to check the HS code and what certificates we need to prepare for the export? Is land transportation still more cost-effective? How can we negotiate a safe payment method?

When exporting chainsaws from Huzhou to Thailand, you first need to confirm the HS code. Chainsaws are typically classified under 8467.81.00 (Portable Chainsaws),but specific parameters must be verified. Regarding regulatory requirements, this code does not require an export license, but you must conduct export product inspection and apply for an Exit Goods Declaration from Huzhou Customs. For Thai imports, you need to prepare an English product manual,CE certification (if applicable) or ISO certificates. Thai customs is particularly strict with garden machinery, especially regarding engine emission standards. It is recommended to obtain the Thai importer's code and customs broker information in advance to avoid delays due to the importer's qualification issues after the goods arrive at the port。
Risk points: Engines with a displacement exceeding 50cc may require additional approval from the Thai Environmental Protection Agency. It is essential to clarify in the contract the responsibility allocation for unclearance due to policy changes in the importing country. Documentation must accurately list each machine's model, serial number, and gross/net weight, rather than using generic terms like "a batch of chainsaws".

From Huzhou to Thailand, the most economical mode of transportation is by sea. You can depart from Shanghai Port or Ningbo Port, and ship bulk cargo in LCL containers to Bangkok Port or Laem Chabang Port. Approximately 200 chainsaws occupy 3-4 cubic meters, with current sea freight rates ranging from USD 30-40 per cubic meter. The voyage takes 7-10 days. If the client urgently needs the goods, you can consider land transportation via Pingxiang, Guangxi, through Vietnam to Thailand, but the cost will be over 50% higher, and stricter packaging and reinforcement requirements apply to land transport. For Incoterms, it is recommended to quote FOB Shanghai, as you only need to handle domestic trucking and customs declaration, minimizing risks. Regarding documentation, in addition to regular invoices and packing lists, a Certificate of Origin (FORM E) is essential, as Thailand grants zero tariffs with this document. Are chainsaws classified as dangerous goods? No, but the fuel tank must be empty and UN packaging markings are required. During customs clearance, Thai customs will verify the engine number, so take photos of the engines before loading and ensure the serial numbers on the packing lists correspond to the actual items. For insurance, it is recommended to purchase All Risks coverage at a rate of approximately 0.3% of the total value. Assuming a total value of USD 50,000 for 200 chainsaws, the insurance premium would be USD 150.

The first time collaborating with Thai clients, it is recommended to use a payment method of 30% down payment + 70% upon receipt of the bill of lading copy. Thai clients generally accept this term, which saves bank fees compared to L/C and ensures safer delivery compared to full payment upfront. During negotiations, you can say: "We support long-term cooperation. For the first order, we follow industry practice: arrange production after the down payment, deliver within 15 days, and settle the balance within 3 working days upon receipt of the bill of lading copy. We will electronically release the bill of lading immediately." This approach is both professional and flexible.
The contract must clearly specify: product quality standards confirmed based on samples, a 6-month warranty for engines but only covering free parts, not foreign repair costs. The delivery clause should read "XX days after receiving the down payment" rather than an absolute date to avoid being passive if raw materials are delayed. Additionally, Thai clients value relationships, so email communication should be polite. You can attach photos of the factory production line and quality inspection flowcharts to build trust.
During price negotiations, leave a 3-5% discount margin but don’t give in easily. You can promise: "If the first order feedback is good, we’ll offer a 2% discount on subsequent orders," tying it to long-term cooperation. Finally, all key points confirmed in communication must be confirmed in writing via email to avoid future disputes over verbal promises.
