Our company is in Huzhou, mainly dealing in electronic and electrical products. Recently, we negotiated a new Mexican customer with a considerable order amount. However, the customer repeatedly emphasized that the products must pass NOM certification to clear customs and be sold. I want to know: What exactly is NOM certification? What materials do we as a Huzhou factory need to prepare? How long is the certification cycle? If we ship without certification, how will Mexican customs handle it? Will it be returned or fined?

Mexican NOM certification is a mandatory technical regulation. Products without the NOM mark will be directly detained or returned by Mexican customs. As a Huzhou exporter, you first need to confirm the NOM standard number corresponding to the product. Electronic and electrical products usually involve NOM-001-SCFI or NOM-003-SCFI. Testing must be entrusted to a locally recognized issuing agency in Mexico (such as ANCE,NYCE),and the entire cycle is about 8-12 weeks. The key risk point lies in: Do not ship before certification is completed, otherwise the customs inspection rate is 100%,not only facing return, but also possibly entering the blacklist affecting all subsequent goods. It is recommended that you clearly stipulate the responsible party for certification in the contract and reserve at least 3 months for certification. All technical documents, circuit diagrams, and Spanish manuals must be prepared in advance,as customs will randomly check technical files.

From the perspective of logistics practice, NOM certification determines your shipping method and clearance strategy. If certification is not completed, air freight risk is extremely high because airport customs inspections are stricter; sea freight is relatively loose but takes longer. It is recommended that you choose CIF or DDP terms, so the logistics provider can assist in handling clearance, but the premise is that a copy of the NOM certificate must be provided. Goods without NOM will be transferred to a bonded warehouse even if they arrive at Manzanillo or Lazaro Cardenas Port, incurring high storage fees every day. The safest way is: book space after certification is completed. The sea freight cycle is about 30-35 days. You can arrange production in the final stage of certification and ship immediately after certification is issued. Regarding documents, the NOM certificate number must be accurately displayed on the commercial invoice, packing list, and bill of lading, otherwise the clearing agent cannot enter it into the system.

Talking about NOM certification with Mexican customers, the core is to link responsibility boundaries with payment rhythm. You can agree in the contract: the customer is responsible for designating a local Mexican agent as the certification holder, and you as the manufacturer cooperate in providing samples and technical documents. The payment method is recommended to be 30% deposit + 70% payment upon seeing the copy of the bill of lading, but the key is to make certification completion a prerequisite for shipment. In terms of script, you can say to the customer: "To ensure smooth customs clearance for your side, we are willing to fully cooperate with NOM certification, but we need your assistance in designating a local agency, so both parties share the risk." This appears professional and partially transfers certification responsibility. In addition, the certification fee is about $5000-$15000, which can be negotiated to be prepaid or shared by the customer, effectively testing the customer's sincerity. If the customer is eager for goods, you can propose doing small batch sample certification first to ship quickly and build trust, while advancing mass production certification.
