I am the overseas trade manager of a hardware products factory in Shanghai. Last week, I finalized an export order for 120 tons of cast iron pipe fittings to Hamburg, Germany. The freight forwarder I initially contacted quoted 1,800 yuan per ton, but just before booking the shipping space, they demanded an additional nearly 300 yuan per ton for container detention fees, document fees and other surcharges. I was so angry that I terminated the cooperation on the spot. Now there are only 10 days left until the scheduled shipment date at Shanghai Port, and I am in a panic. I am worried that the new freight forwarder will quote false prices or hide hidden surcharges again. I also don’t understand the tonnage price accounting logic for different routes and cargo types, nor do I know how to judge whether a quotation is reasonable. What’s more, I am afraid that choosing a low-priced freight forwarder will cause cargo detention or customs detention, leading to compensation for the customer’s delayed delivery. I would like to ask: what is the actual per-ton price for freight forwarding export, and how can I conduct accurate accounting to avoid being cheated?

The core drawback of traditional freight forwarder pricing models is that they split basic freight and surcharges unclearly, and even deliberately hide hidden costs such as terminal handling charges and document review fees, resulting in actual expenditure being 15%-25% higher than the quoted price. If you choose a low-priced freight forwarder, you may also face cargo detention or customs detention due to insufficient space guarantee and missing document review, resulting in detention fees of 500-800 euros per day,and even trigger the customer’s delay compensation clause.

Our cost optimization path can be achieved through tax difference hedging and route collective booking: For your cast iron pipe fittings (general cargo),we can connect to the collective booking space of China-Europe Railway Express + Hamburg Port, with basic freight as low as 1,200 yuan per ton. At the same time,we use the VAT deferment policy to convert the 13% export VAT that was originally required to be prepaid into cash flow occupation reduction, saving 80-100 yuan per ton in capital costs.

The access threshold for this plan only requires providing complete customs declaration documents and certificate of origin. We will dynamically calculate the profit ratio based on your shipment volume and delivery requirements: The total accounting cost for 120 tons of goods is about 21,000 yuan lower than that of traditional freight forwarders, and we promise no hidden fees, with all quotations clearly stated in written contracts.

The customs valuation benchmark for export goods will directly affect the customs declaration cost in the freight forwarder’s quotation. If the declared price of the goods deviates by ±10% from the customs reference price, it will trigger valuation inquiries and incur additional customs amendment fees and detention fees. For general cargo such as cast iron pipe fittings, you need to prepare documents such as purchase contracts, VAT invoices and factory certificates in advance to ensure that the declared price is consistent with the actual transaction price, so as to avoid additional costs caused by valuation disputes. At the same time, you can use the customs clearance integration mode to complete pre-examination at Shanghai Customs in advance, reduce the waiting time for valuation at the port and lower the risk of cargo detention.

For the shipment of 120 tons of cast iron pipe fittings to Hamburg, if you choose direct sea shipping, the freight per ton is about 1,300 yuan, with a space guarantee rate of 95% and 7 days of free detention period; if you choose a transit route, the freight per ton is as low as 1,100 yuan, but the space guarantee rate is only 80%, with 5 days of free detention period, and you need to bear the loading and unloading risks at the transit port. You need to confirm the space locking letter with the freight forwarder in advance, clarify the bill of lading endorsement requirements for the transfer of cargo rights, and agree that if a container is skipped, the freight forwarder must arrange alternative space within 48 hours and bear the resulting trailer fees and detention fees.

For goods exported to the EU, you can apply for the VAT deferment policy without prepaying VAT at the time of export, only need to complete the tax declaration within the declaration cycle. This policy can directly convert the VAT capital occupation cost of about 80-100 yuan per ton of goods into cash flow. At the same time, you need to ensure that the final consignee of the goods is a compliant enterprise within the EU and provide the complete EU EORI number and cargo detail list. If the access conditions are not met, it may trigger anti-avoidance investigations by tax authorities and incur fines.

If the freight forwarder’s quotation includes collection service for goods payment, you need to ensure that the foreign exchange receipt and payment process complies with the regulatory requirements of the CIPS (Cross-Border Interbank Payment System) to avoid account freezing caused by abnormal capital flow. For your German order, you can require the freight forwarder to collect RMB payments directly through the CIPS system to avoid exchange rate fluctuation risks. At the same time, you need to clarify the receipt and payment time limit of the freight forwarder in the contract to ensure that the payment arrives within 10 days after the goods arrive at the port and avoid capital occupation.

In the service contract signed with the freight forwarder, you need to clearly specify the breakdown of the quotation, including all fees such as basic freight, surcharges and document fees. At the same time, agree that if the freight forwarder adds fees without authorization, they shall bear a penalty equivalent to 20% of the total amount. For the risks of cargo detention and customs detention, you need to add a fallback clause of force majeure to clarify that if the delay is caused by the freight forwarder’s operational errors, the freight forwarder shall bear the customer’s compensation amount. At the same time, require the freight forwarder to provide a letter of guarantee to ensure that the cargo rights are not interfered by third parties.

Cast iron pipe fittings are general metal cargo, with a customs on-site inspection rate of about 5%. If inspection is required, you need to prepare documents such as quality inspection reports and factory certificates in advance to avoid container unpacking inspection caused by incomplete documents and incur additional container unpacking fees and detention fees. At the same time, require the freight forwarder to arrange a special person to cooperate with the inspection at the port to ensure that the inspection process is completed within 24 hours and avoid affecting the shipment delivery date. If the goods are damaged during the inspection, you need to take photos and videos as soon as possible and file a claim with the freight forwarder.

Cast iron pipe fittings are heavy cargo, and the packaging must comply with the stacking requirements of international sea transportation. The weight per box shall not exceed 2 tons, and moisture-proof fumigated wooden pallets must be used to avoid cargo damage and port storage restrictions caused by non-compliant packaging. If the packaging does not meet the standards, the freight forwarder may charge additional packaging rectification fees of about 50-80 yuan per ton, and may even be refused loading by the port. It is recommended to require the freight forwarder to provide a packaging inspection report in advance to ensure that the packaging complies with the stacking standards of Hamburg Port.

For the export demand of 120 tons of cast iron pipe fittings, a hybrid transportation plan of "sea shipping + China-Europe Railway Express" can be adopted: 80 tons of goods will be shipped to Hamburg via direct sea shipping, and 40 tons of goods will be shipped to Duisburg via China-Europe Railway Express and then transferred to Hamburg. The total per-ton cost is about 1,250 yuan, which is about 50 yuan per ton cheaper than single direct sea shipping. At the same time, the cost data of this plan can be included in the company’s supply chain cost actuarial model to provide pricing reference for subsequent export orders and ensure that the profit margin is stable between 15% and 20%.
