We have a batch of computer sets to export, each set includes a mainframe, a keyboard, and a mouse. The client requires that they must be packaged and shipped together. Could you please tell me how to declare them at customs? Should we declare them as a complete set or separately, item by item? What risks would we face if the declaration is incorrect?

As the core component,the computer main unit is recommended to be declared under HS code 8471.41 or 8471.49,and the declaration form should indicate "Computer Set (including Keyboard and Mouse)". It is necessary to clearly list the name,quantity,and unit price of each component in the invoice and packing list to avoid being deemed as an inaccurate declaration by customs. The risks include: if declared separately but physically packaged as a set,it may be deemed as a classification error,resulting in a correction notice,fines,or even an investigation,if undervaluing one of the items,it may trigger a price inquiry. It is recommended to prepare product manuals and physical photos in advance to prove its retail set attributes.

In terms of operations, it is essential to ensure that the "quantity and type of goods match". Although the declaration is made as a complete set, the packing list must detail the following:
- Computer Set Quantity: 100 sets, including:
1) CPU Unit: 100 pcs
2) Keyboard: 100 pcs
3) Mouse: 100 pcs
- It is recommended to mark the shipping marks with the word "SET".
- From a cost perspective, declaring as a complete set is more convenient for air freight; for sea freight LCL, attention should be paid to the possibility of unpacking for customs clearance at the destination port. Communicate with the freight forwarder in advance if necessary.
- For Incoterms, FOB is recommended. If DDP is chosen, ensure accurate declaration to avoid customs duty issues at the destination port.
- Submit the documents to the customs broker for review in advance to avoid delays in inspection and clearance, thereby ensuring timely delivery.

When communicating with clients, it's important to clearly indicate "Supply as a complete set" on the PI to avoid misunderstandings that the products can be sold separately. When quoting prices, you can appropriately hide the prices of keyboards and mice, only showing the total price, so clients can't compare prices item by item. If using L/C as the payment method, the credit letter must allow for "partial shipment" and "partial quantity". Otherwise, the entire shipment might be rejected by the bank. Add a clause to the contract: "The Seller's declaration is based on the retail set classification. Any customs reclassification at the destination is the Buyer's responsibility." This shifts the classification risk to the buyer. If the client insists on separate customs declarations, you should clearly inform them that this will increase inspection rates and compliance costs. Most clients will accept professional advice in this case.
