Our company is in Suzhou, and we have a batch of finished granite to export to St. Petersburg, Russia. First time doing the Russian market, questions: 1. Are there any policy restrictions on exporting granite to Russia now? What licenses need to be prepared? 2. Go bysea freight or railway, which is more cost-effective? How to operate specifically? 3. Russian customer requires credit period, how to negotiate payment method safely?

Suzhou granite export to Russia, core stuck on two certifications. HS code generally uses 6802.93.00 (Worked granite). Export link itself doesn't need a license, but must get Russia's EAC certification (Customs Union Declaration of Conformity) before shipment, otherwise goods will be returned directly at the port. In addition, radioactivity test report is mandatory, must be issued by CIQ (Entry-Exit Inspection and Quarantine). Under current geopolitical risks,be sure to check if the Russian customer is on US or EU sanctions lists, and keep complete end-user statements, otherwise secondary sanctions may be triggered. Clearance documents must be consistent, especially product name and weight,Russian customs checks low declared prices very strictly.

To St. Petersburg, both sea freight and railway are possible. Sea freight LCL takes about 45-50 days, FCL about 40 days, freight rates are relatively stable but space is tight in peak season. China-Europe Railway Express to Moscow then transship to St. Petersburg by road, whole journey 25-28 days, fast but price is 1.5 times sea freight. Suggest novices use CIF terms, we control the first leg, Russian clearance handed to customer's designated agent. Regarding documents, Commercial Invoice, Packing List, Certificate of Origin, EAC Certification, Radioactivity Test Certificate, Wood Packaging Fumigation Certificate, none can be missing. Packaging must use fumigation-free wooden pallets + angle iron reinforcement, Russian port loading/unloading conditions are average, loose packaging easily leads to cargo damage.

It's normal for Russian customers to want credit periods, but be cautious for the first order. Suggest pushing for Sight Letter of Credit (L/C at sight), although bank fees are higher, funds are safe. If customer insists on T/T, bottom line is 30% advance + 70% against B/L copy, urge balance immediately after shipment, release telex upon receipt. Now many Russian banks are restricted by SWIFT, can negotiate RMB settlement through Kunlun Bank or border bank channels. During negotiation, proactively mention 'We understand current payment environment difficulties, but both parties need to share risks', appearing professional and empathetic. Quality acceptance standards must be fixed in the contract to avoid wrangling and payment withholding after arrival.
