Our company just signed an order for biological laboratory instruments from a European client, with a total value of approximately $500,000, for export from Xiamen Port. As this is our first time handling such products, we would like to inquire about the specific process. Are there any special regulatory requirements for the export of these instruments? How can we ensure safe packaging and transportation during logistics? What clauses should we pay attention to during negotiations with the client?

The first issue to address when exporting biological laboratory instruments is the HS code classification and regulatory requirements. Your batch of instruments is likely to fall under Chapters 9018 or 9027,but it must be specified to the exact sub-heading,as the regulatory conditions differ significantly across different sub-headings. Most importantly, confirm whether the products belong to the "Export License Management Catalog for Dual-Use Items and Technologies," as certain high-end centrifuges and PCR machines may involve biosafety controls. In this case, you must apply for an "Export License for Dual-Use Items and Technologies" from the Ministry of Commerce at least 30 working days in advance. Xiamen Customs has a relatively high inspection rate for such goods,so it is recommended to prepare product manuals and technical parameter sheets in advance and,if necessary, conduct pre-classification of the goods. For commodity inspection, most laboratory instruments are subject to statutory inspection and must obtain an electronic base record in Xiamen. If the destination country is the European Union, you must obtain a CE certification and affix CE labels to the goods in advance, otherwise they will be directly returned upon arrival. In terms of documentation,in addition to regular contract invoices and packing lists, you must also prepare an export license (if required),commodity inspection and customs clearance documents, and a certificate of origin (Form A or CO). All technical parameters in the documents must be consistent. Special reminder: Do not handle declaration elements ambiguously, such as simply declaring "PCR machines" as "laboratory instruments." This constitutes an incorrect classification, and customs may impose a fine of up to 10% of the goods' value.

For exporting high-value precision instruments from Xiamen, I recommend air freight. Although the shipping cost is 3-4 times higher than maritime freight, it offers faster delivery times and lower risk of cargo damage. Xiamen Gaoqi Airport has direct cargo routes to Amsterdam and Frankfurt, with a door-to-door transit time of approximately 5-7 days. Packaging must use customized wooden boxes with internal shock-absorbing cushioning, with key components sealed in VCI anti-rust bags and supplemented by desiccants and humidity indicator cards. All wooden boxes must comply with ISPM15 standards and bear IPPC markings, otherwise Xiamen Customs Quarantine Bureau will require on-site rectification.
For operational procedures, I recommend using FOB Xiamen terms, which place customs declaration responsibilities in your hands. Three days prior to shipment, submit export declaration to Xiamen Customs and arrange for pre-shipment inspection by a Chinese inspection company (required by many European buyers). Insurance must cover All Risks with coverage equal to 110% of the invoice value, with additional clauses for breakage, collision, and rust damage.
If clients insist on maritime freight, prioritize direct routes from shipping companies like Maersk and MSC to avoid transshipment and handling. Xiamen Haitian Terminal offers specialized lifting services for precision instruments, which can be booked in advance at a 20% higher cost than regular cargo handling. Before packing, photograph and video all equipment, recording serial numbers and visual conditions—this serves as critical evidence for future claims.

When negotiating biomedical instrument orders with European clients, the key lies in emphasizing two trust points: "technical compliance" and "after-sales guarantee". For payment terms, we recommend a 30% prepayment plus 70% irrevocable letter of credit for orders worth $500,000, or 50% prepayment plus 50% T/T before shipment. Never accept open account (O/A) credit. Include clear clauses in the contract: "The seller guarantees that all products comply with EU CE certification and provides technical documentation for customs clearance", which prevents clients from using "incomplete customs clearance documents" as a pretext to negotiate lower prices. During negotiations, proactively present ISO 13485 certification from our Xiamen factory, CE certificates, and third-party testing reports – these are far more convincing than verbal commitments. Key email phrases include: "Our technical team has prepared a detailed installation guide and remote training schedule. We also reserve 2% of the spare parts value for warranty service." This demonstrates professionalism while clearly defining after-sales responsibilities. Add "Excluding local installation and commissioning, but including online technical support for 12 months" to the price terms to avoid clients demanding free on-site installation later. Finally, list a separate "Compliance Documentation Fee" in the PI to bundle costs for CE documents, commodity inspection, and origin certificates, typically adding a reasonable profit margin of 3-5%.
