Our company's headquarters is located in Xiamen. Recently, we've secured a new client from Egypt, with a first order worth approximately 200,000 US dollars. Having never worked in the Egyptian market before, we'd like to inquire about a few key issues: 1) We've heard that Egypt began implementing the ACI system last year. What specific impacts does this have on Xiamen-based export enterprises, and what preparations are needed in advance? 2) What are the main shipping routes from Xiamen Port to major Egyptian ports, and what challenges might we face in terms of logistics and customs clearance? 1. What are the general delivery timeframes and costs? 2. What are the typical payment terms for this product? 3. The client proposes a payment method of 30% prepayment followed by 70% payment upon receipt of the bill of lading copy. What are the risks associated with this payment method? Are there any special considerations for receiving payments in the Egyptian market?

The ACI (Advanced Cargo Information) system implemented by Egypt in 2021 is a core compliance matter that you must prioritize. As an exporting enterprise in Xiamen, you need to complete ACI number registration through the NAFEZA platform designated by Egyptian customs at least 48 hours before the shipment of goods, and provide this number to your freight forwarder for bill of lading preparation. Please note that the inspection certificates and certificates of origin issued by Xiamen CIQ must match the ACI number on the bill of lading exactly. Otherwise, the goods will be refused clearance upon arrival and face high fines. The accuracy of HS codes is crucial - Egyptian customs inspects over 40% of China's advantageous products such as textiles, hardware, and electronics. It is recommended to conduct pre-classification review in advance. Additionally,Egypt currently mandates third-party pre-shipment inspection certificates (PSI) for imported goods, and you need to entrust qualified local inspection agencies in Xiamen to conduct inspections at the loading port. Risk alert: Recently,Egypt has tightened foreign exchange controls, with some product import licenses taking over 30 days to approve. It is recommended to explicitly stipulate liability exemption clauses in contracts for non-performance due to Egyptian import license issues.

From Xiamen Port to Alexandria or Suez Port in Egypt, there are currently two main shipping routes to choose from:

1. Direct route: The voyage takes approximately 22-25 days, but sailings are infrequent (usually 2-3 per month).

2. Via Singapore or Port Klang: The total voyage duration is 28-32 days, but sailings are more stable and freight rates are typically 10-15% lower.

Currently, the shipping fee for a 20-foot container is in the range of US$1,800–2,200, and for a 40-foot container it’s US$2,800–3,400. This price includes THC (Terminal Handling Charge) and documentation fees in Xiamen. We recommend using FOB Xiamen terms, as this minimizes the risks and costs of handling the goods in Xiamen Port.

For documentation, the data on the bill of lading, invoice, and packing list must be 100% consistent. Egyptian customs has zero tolerance for even minor discrepancies.

For time planning:

- From loading at your factory to arrival at Xiamen Port, allow at least 5-7 days for CIQ inspection, ACI number application, and possible inspections.

- Special reminder: Egyptian port demurrage fees are extremely high, with a free storage period typically only 7 days. Ensure all customs clearance documents are delivered electronically to your Egyptian clients at least 3 working days before the vessel arrives at port.

The payment method of 30% prepayment plus 70% upon receipt of the bill of lading copy is considered a medium-risk level in the Egyptian market and is not recommended as a long-term cooperation model. Egyptian clients generally face tight foreign exchange quotas, and they often propose such terms to transfer financial pressure. My suggestion is: for the first order, insist on a sight letter of credit (L/C at sight), which is the most reliable way to protect your $200,000 payment. If the client strongly objects, you can compromise by offering a deferred payment term of 30 days after the goods arrive at the port of destination.
