I'm an exporting chemical company in Yancheng, and I need to send a 20-foot container to Tanzania soon. The client's packaging requirements are very vague, just saying "follow international standards". I've consulted several freight forwarders, but their responses are inconsistent. Could you please tell me what specific packaging regulations Tanzania's customs has in place?During the process, how can we prevent packaging from being damaged? And how can we confirm the packaging standards with clients to appear professional without revealing that we are novices in this field?

As a member of the East African Community,Tanzania strictly enforces the ISPM 15 international phytosanitary measures standard. All solid wood packaging materials must bear the IPPC logo (International Plant Protection Convention certification) and be accompanied by fumigation/heat treatment certificates. When shipping from Yancheng,it is essential to accurately declare the packaging type on the customs declaration form. Special reminder: The Tanzania Bureau of Standards (TBS) imposes additional requirements for chemical product packaging, which must include a Certificate of Conformity (COC). The packaging labels must contain: product name,gross/net weight, origin "Made in China",and warning labels such as "Do not expose to moisture" and "Fragile". If using plastic or metal packaging, they are not subject to ISPM 15 restrictions. It is recommended to prioritize fumigation-free plywood or plastic trays to avoid 90% of compliance risks. Once non-compliant packaging is detected during customs spot checks, the entire container will face detention, forced return,or destruction, with losses potentially exceeding the actual value of the goods.

The sea freight from Yancheng to Dar es Salaam Port in Tanzania takes approximately 35-40 days, passing through tropical waters where the temperature difference within the container can reach 30°C and the humidity approaches 100%. It is recommended to adopt a three-layered protective structure of "inner aluminum foil moisture-proof bags + desiccant + fumigated wooden boxes", especially for chemical products that are most susceptible to moisture and clumping. The pallet specifications must be standardized to 1.1×1.1 meters or 1.2×1.0 meters to maximize container space utilization, with one 20-foot container capable of holding 10 standard pallets. Remember to label each pallet's gross weight and dimensions on the packing list to facilitate forklift operations at the destination port. Additionally, Tanzanian port operations are relatively inefficient, so packaging must withstand at least three loading/unloading cycles and be reinforced with corner protectors. In terms of cost, replacing wooden boxes with 5-layer thickened corrugated boxes can save 80-120 yuan per cubic meter, but there are limitations on cargo load-bearing capacity.

The client's statement "just follow international standards" is a typical evasive tactic. You need to take the initiative and shift the focus to the client. Immediately send a professional email with three attachments: 1) A proposal for packaging solutions based on Tanzanian COC certification; 2) A template for label design; 3) A quotation for packaging cost allocation. The email can be structured as follows: "To ensure the smooth customs clearance and safe delivery of the goods at Dar es Salaam Port, we have customized a packaging solution for you based on the latest requirements of the Tanzanian Standards Authority (see attached documents). The total cost is approximately XXXX yuan. If you have specific requirements, please confirm within 48 hours. Otherwise, we will proceed with this standard solution, and the related costs are included in the total contract price." This approach demonstrates professionalism while shifting the decision-making pressure to the client. During negotiations, you can link the packaging cost with the payment method, for example, promising to use higher-standard packaging but requiring the client to increase the prepayment ratio to 40%, exchanging packaging quality for financial security.
