Step 3: Make a "pre-declaration" for the port

Step 4: Cooperate with the on-site inspection

After goods arrive at port,customs will conduct "document review + on-site inspection":

  • Documentreview:Checkwhetherthepre-declarationmaterialsareconsistentwiththeactualgoods;
  • On-siteinspection:CheckwhetherthecargolabelscomplywiththeGB13690-2009standard,suchaswhetherthereisa"flammableliquid"signanda"warning"cautionaryword.

If the inspection fails,immediate rectification is required—for example,if the labels are not up to standard,you can contact domestic printing factories to urgently print labels that meet the requirements,apply the new labels,and then re-apply for inspection.

Step 5: Complete the "Flow Registration"

After customs clearance,you need to complete the flow registration through the "Hazardous Chemicals Safety Supervision Information System" within 30 days,which includes the following content:

  • Thename,quantity,andspecificationsofthegoods;
  • Senderandreceiverinformation;
  • Storagelocation(mustcomplywiththestoragerequirementsforhazardouschemicals).

This step is the key to "post-event supervision".Those who fail to register will be punished by the emergency management department.

1.Classification and identification reports can be done in batches.
