I.Import Procedures and Document Requirements

(1) Inspection and Quarantine Certificate: Imported cosmetics require the Inspection and Quarantine Certificate for Entry Goods to ensure the quality and safety of the products.

(2) Customs Declaration Form: It is used for commodity declaration at the customs and shows the detailed information of the products.

(3) Filing and Licenses:

a) For non-special use cosmetics,the Record Certificate for Imported Non-special Use Cosmetics is required.

b) For cosmetics for special use (such as sunscreen,hair removal,whitening,etc.),the Hygiene Permit Approval for Imported Cosmetics for Special Use shall be held.

(4) Attention to validity period: It is necessary to ensure that the hygiene permit approval or filing certificate is within the validity period.

II.Cosmetics Label Specifications

According to GB 5296.3-2008 Instructions for Use of Consumer Products - General Labeling for Cosmetics regulations,cosmetic labels must comply with the following specifications:

(1) Provisions on characters: The characters on the label must be standard Chinese characters,except for registered trademarks.

(2) Requirements for label content:

a) Product name,registration certificate number of special cosmetics.

b) Names and addresses of the registrant,filer,and manufacturer.

c) Production license number,standard implementation number.

d) Content of all ingredients,shelf life,usage method,and safety warning.

e) Other content that must be marked as required by law.

(3) Prohibited content: Content with medical effects,false and misleading information,content that violates public order and good customs,and content prohibited by laws and regulations shall not be marked.

III.The Importance of Approval Numbers

(1) Classification management: The state conducts classification management of cosmetics according to the risk level.

(2) Approval numbers:

a) For non - special - use cosmetics: It shall have the Import Record Number of National Cosmetics (J + four - digit year + four - digit serial number).

b) For special - use cosmetics: It shall have the Import Approval Number of National Cosmetics for Special Use (J + four - digit year + four - digit serial number).

(3) Function of the numbers: These approval numbers serve as the "ID cards" for cosmetics,certifying the product’s safety and compliance with national regulations.
