I.The batch of "highly efficient and energy-saving" fans that were stuck in Haiphong Port

"I clearly bought a first-level energy-efficient motor in China,so why do they say it’s not compliant when I bring it to Vietnam?"

Three months ago,an industrial fan factory in Guangdong received an order from a large electronics factory in Bac Giang Province,Vietnam,to export ten HVLS industrial ceiling fans with a diameter of 7.3 meters. To demonstrate its sincerity, the factory specifically chose the best permanent magnet synchronous motors available in China.

However, after the goods arrived at Haiphong Port, they were detained by the Vietnamese customs. The reason was that. These motors have not undergone energy efficiency registration in Vietnam (VNEEP) and lack TCVN standard testing reports. Although the factory has a Chinese energy efficiency label,it’s just a piece of worthless paper in the eyes of Vietnamese law.

In the end,the client was forced to pay high warehouse rental fees and entrusted a local third-party agency to inspect and disassemble the machine upon its arrival at the port.It took nearly a month to complete the customs clearance process.

The Vietnamese market may seem to have low entry barriers, but in reality,it is fraught with hidden obstacles and challenges. Especially for mechanical and electrical products, the energy efficiency regulations of the Vietnamese Ministry of Industry and Trade and the customs’ valuation mechanism are the critical thresholds that every exporter must overcome. As a professional supply chain agent,we are not only responsible for transportation, but also committed to helping you overcome these "invisible barriers".

II.Classification Logic and Core Misconceptions: It’s Not Just About "Fans"

The HS code classification of industrial ceiling fans directly affects the tariff rate, especially whether they can take advantage of the preferential tax rates offered by the China-ASEAN Free Trade Area (ACFTA).

1.Core categorization table and risk control logic

Output:

Product NameRecommend HS Code Classification logic and core elements From the perspective of agent risk control
Industrial large ceiling fans8414.59.90Core Elements: The output power is usually >125W,and it’s not a table fan or a floor fan.

Logic: In the Vietnamese tax code, the tariff code 8414.51 specifically refers to household fans with a power output of no more than 125W.Industrial fans must be classified under the category "Other Fans".

Risk: The error is classified into 8414.51Although they all look like fans, household fans face stricter mandatory certification (CR Mark) in Vietnam. If the tariff code is incorrectly classified, the manufacturer will be required to redo the household appliance certification, which is extremely troublesome.
Matching motor 8501.52 (If declared separately)Core Elements: AC polyphase motors.

Logic: If the motor is damaged and needs to be replaced,or if it is exported separately as an accessory,it must be classified independently.

Risk: Vietnam has strict minimum energy efficiency standards (TCVN 7540-1) for separately imported motors.Separately imported generators are more difficult to clear customs than complete generator sets.
Frequency control cabinet8537.10Core Elements: Inverter + enclosure.

Logic: It belongs to power control devices.

Risk:It must be declared together with the whole machine, and it’s best not to disassemble it too much, otherwise, the control cabinet will be required to undergo a separate electromagnetic compatibility (EMC) test.

2.The "zero tariff" trap of Form E,a certificate of origin

Output:

Vietnam imposes import tariffs on fans made in China, but if they are provided Form E The tax rate can be reduced to 0%.

III.Standard Operating Procedures: "Iron Laws" for Export to Vietnam

For the industrial sectorIn Vietnam,we implement a set of standardized SOPs to ensure that the delivery of goods proceeds as smoothly as it does domestically.

IV."Invisible Killers" of Vietnam Customs

As an agent of Myanmar Logistics who has been operating for a long time,I want to remind you of three risk points unique to Vietnam:

1.Customs valuation

Output:

The Vietnamese customs authorities are very fond of questioning the declared prices of Chinese goods. If they believe that your declared price is lower than the market price (in order to evade VAT),they will initiate the "price review procedure".

  • Risk:Thegoodshavebeendetained,andthecustomsrequiresyoutoprovideasalescontract,aremittanceslip,andevenadomesticpurchaseinvoicetoprovetheauthenticityoftheprice.

3."Plant Quarantine" for wooden packaging

5.Action List: Five Details That Must Be Checked Before Shipping

Before the truck pulls away with the fan, please make sure to confirm the following items one by one:

  • EnergyEfficiencyConfirmation:DoesthemotorfallwithinthescopeofregulationbytheVietnameseNationalElectrotechnicalQualityControlCommittee(VNEEP)?Haveyoupreparedthetechnicalparametersheetforfilingwiththeportofdestination?
  • FormEPerfectMatch:ArethefirstsixdigitsoftheHScodeonthecertificateconsistentwiththoseusedbyVietnamesecustoms?Haveyoucheckedandensuredthatallrequiredfields(suchasThirdPartyInvoicing)arecorrectlyfilledout?

  • Notracesofsecond-handuse:Confirmthattheappearanceoftheequipmentisbrandnew,freefromoilstainsandrust,anditisstrictlyprohibitedtouseoldcardboardboxesforpackaging.

One Sentence Summary:When exporting to Vietnam,Form E is a cost-effective tool, but energy efficiency compliance is the key to success.Don’t bring the "make do" mentality from China to Vietnam.Only through professional compliance practices can you ensure that your profits won’t be eaten up by fines.
