Which agricultural machinery requires commodity inspection?

In accordance with theAccording to the provisions of the "Commodity Inspection Law," "Implementing Regulations of the Commodity Inspection Law of the People’s Republic of China," and the "Administrative Measures for the Inspection and Supervision of Imported Used Mechanical and Electrical Products," "the inspection of import and export commodities shall be conducted based on the principles of protecting human health and safety,safeguarding the lives and health of animals or plants,protecting the environment,preventing fraudulent practices,and maintaining national security.The national commodity inspection authorities shall formulate and adjust the catalog of import and export commodities subject to mandatory inspection and publish it for implementation." "The General Administration of Customs shall,in accordance with Article 4 of the Commodity Inspection Law,formulate and adjust the catalog of import and export commodities subject to mandatory inspection (hereinafter referred to as the ’Catalog’) and publish it for implementation." "Entry-exit inspection and quarantine agencies shall conduct inspections on import and export commodities listed in the Catalog,as well as other import and export commodities that are required by laws and administrative regulations to be inspected by entry-exit inspection and quarantine agencies.For import and export commodities not subject to statutory inspection,entry-exit inspection and quarantine agencies shall carry out random inspections in accordance with national regulations." "Imported used mechanical and electrical products shall undergo port inspection,destination inspection,and supervision and management."

According to the above provisions,customs shall conduct commodity inspections on imported agricultural machinery listed in the Catalog and used agricultural machinery within the scope of used mechanical and electrical products in accordance with the law.

What are the key inspection points for imported agricultural machinery?

For imported agricultural machinery,in accordance with the Regulations for the Implementation of the Law of the Peoples Republic of China on Import and Export Commodity Inspection,inspection shall be conducted at the declared destination and implemented by the destination customs.

If importing used agricultural machinery,in accordance with the Administrative Measures for the Inspection and Supervision of Imported Used Mechanical and Electrical Products,port inspection and destination inspection are required.

Port inspection:

Conducted by the port customs,verifying the declaration documents batch by batch.

Destination inspection:

Conducted by the destination customs,including:

(1) Consistency verification;

(2) Safety item inspection;

(3) Health and environmental protection item inspection;

(4) Verification of the effectiveness of technical rectification measures for non-compliant items found during pre-shipment inspection,and inspection of items not covered by pre-shipment inspection; if necessary,random checks on items already inspected during pre-shipment inspection;

(5) Inspection of other items shall be conducted in accordance with the relevant provisions for similar mechanical and electrical products.

What inspection items apply to imported agricultural machinery?

Customs shall conduct inspections in accordance with the mandatory requirements of national technical regulations,mainly including inspections related to personal and property safety,environmental protection,and health.The mandatory national technical regulations applicable to imported agricultural machinery mainly include GB 10395 Safety of Agricultural and Forestry Machinery,GB 16151 Technical Conditions for the Safe Operation of Agricultural Machinery,GB 20891 Limits and Measurement Methods for Exhaust Pollutants from Diesel Engines of Non-Road Mobile Machinery (China III,IV Stages),etc.The commodity inspection of imported agricultural machinery follows the principle of one observation,two checks,and three verifications.

Taking a cotton picker as an example:

One observation: Observe and confirm no signs of use,scratches,oil leaks,deformations,or other obvious defects.

Two checks: Check markings,labels,and the instruction manual.

Markings:

Whether there is a clear and durable nameplate in a prominent position,including at least the following three pieces of information: manufacturers name and address,product name or model,and serial number (if any).The position for using the jack should be clearly marked,and markings ensuring machine stability should be present.

Labels:

Safety labels and instruction labels.Safety labels shall comply with the requirements of the national standard GB 10396,and instruction labels should differ in appearance,especially in color,from safety labels.

Instruction manual:

According to Article 8 of GB10395.1-2009 Agricultural and forestry machinery - Safety - Part 1: General principles,each machine shall be provided with an instruction manual.Self - propelled machinery shall be equipped with a storage place where the instruction manual can be easily obtained.The instruction manual shall comply with the provisions of the national standard GB/T9480.

Three verifications: Other more detailed technical specifications should meet the requirements of the mandatory national standards GB 10395 and GB 20891.

How is non-compliant imported agricultural machinery handled?

According to the Regulations for the Implementation of the Law of the Peoples Republic of China on Import and Export Commodity Inspection: Unless otherwise stipulated by laws or administrative regulations,if compulsory inspection of imported commodities involves non-compliance with items related to personal and property safety,health,or environmental protection,the entry-exit inspection and quarantine authority shall order the party to destroy the goods or issue a return notice to handle the return procedures.For other non-compliant items,technical treatment may be conducted under the supervision of the entry-exit inspection and quarantine authority,and the goods may be sold or used only after passing re-inspection.
