On May 9,2023,the U.S.Consumer Product Safety Commission (CPSC) issued a final rule notification regarding updates to the safety standards for bedside cribs.According to the new rule,CPSC will adopt the updated ASTM F2906-23 standard by the American Society for Testing and Materials as the latest mandatory safety standard for bedside cribs.The new rule is expected to take effect onAugust 5,2023officially take effect.
Definition of Bedside Cribs and Their Initial Mandatory Standards
Bedside cribs are defined as a type of infant cradle that should be attached to the side of an adult bed,designed to provide sleeping space for infants under approximately five months old or those who cannot crawl on their hands and knees.In 2014,under the requirements of the CPSIA Act,CPSC first established and issued the mandatory safety standard for bedside cribs,Standard Consumer Safety Specification for Bedside Cribs,by revising the voluntary standard ASTM F2906-13 by the American Society for Testing and Materials.This was codified as 16 CFR 1222.
Changes to ASTM F2906-22 and their market impact
Since then,ASTM issued ASTM F2906-22 in 2022,but CPSC did not update the mandatory standard.ASTM F2906-22 mainly revised Clause 5.6 to address some new types of bedside cribs emerging in the market.For these new products,one or even all of the side rails can be lowered from a height of 7.5 inches to 4 inches and fixed to the adult bedside.
New revisions in ASTM 2906-23
ASTM 2906-23 has revised Clause 5.6 again,stipulating that the rails of bedside cribs designed to be adjacent to adult beds should be at or below the acceptable adult bed height range specified in the manufacturers instructions,except for portions measuring 7.5 inches or higher when measured according to the side height requirements in ASTM F2194.
CPSC evaluation of new version standards
After evaluation,CPSC confirmed that the revised requirements would better enhance the safety of bedside cribs and thus proposed to update the mandatory standard accordingly through the implementation of the final rule.
Suggestions from the Customs to Export Enterprises
Customs reminds relevant product export enterprises to: 1) promptly conduct product risk assessments based on the new standard requirements,strengthen product design controls,and commission testing by CPSC-authorized third-party agencies to ensure safety compliance; 2) as required by CPSIA,childrens productsmust issue a Childrens Product Certificate,which must list the latest standards the product must meet.Relevant enterprises should immediately update certificate information to ensure smooth customs clearance.
