We are a factory just starting to export and want to entrust an agency for customs declaration. However, we found that there are several styles such as 'self-managed export', 'agency declaration', and 'buying documents for declaration', and we are completely confused. We are most afraid that choosing the wrong model will lead to inability to get tax rebates or being audited by customs. How should we choose?

From a customs supervision perspective, agency export customs declaration styles are divided into three types, and compliance risks vary significantly. The first is 'self-managed export': your company must have import/export rights,as the operating unit, the agency is merely a customs broker, and tax rebates are paid directly to your account—this is the safest and most compliant. The second is 'agency export': you do not have import/export rights, the agency company acts as the operating unit, and you are the consignor. Tax rebates go to the agent's account first before being transferred to you. The risk lies in the agent's credit and qualifications,be sure to choose an AEO advanced certified enterprise and clearly stipulate the tax rebate arrival cycle (T+3 suggested) and breach of contract liability in the agreement. The third is 'buying documents for declaration': this involves borrowing someone else's entity, which is a violation. The customs inspection rate exceeds 50%,and if verified, you will face fines, cargo confiscation,or even criminal responsibility. This is strongly discouraged. Confirm if you have import/export rights,if yes, choose the first,if no,choose the second, absolutely avoid the third.

In practice, the three declaration styles correspond to different costs and timeliness. Self-managed export: you have import/export rights, the agency fee is lowest (300-500 RMB/shipment), documents are simple, clearance is fastest (0.5 days), and tax rebates are direct. Agency export: you lack import/export rights, the agency fee is slightly higher (500-800 RMB/shipment), requires an agency agreement, clearance takes 1 day, and tax rebates require transfer; the key is confirming the agent's refund speed. Buying documents: the fee seems lowest (200-400 RMB/shipment), but the inspection rate is extremely high (over 30%), clearance takes 2-3 days, and risks of demurrage and fines are high—overall costs could reach tens of thousands. From a logistics planning perspective: choose self-managed if you have rights; choose formal agency with AEO proof if you don't; never touch buying documents.

From a business negotiation perspective, the declaration style affects customers' judgment of your professionalism. Suggest communicating like this: if the customer requires the shipper on the B/L to be your company name, you must choose self-managed export; if there are no special requirements, when choosing agency export, you can note in the email 'compliant declaration via an AEO certified agent', which builds trust. When signing with an agency, strive for three clauses: 1) Tax rebate arrival time not exceeding 3 working days; 2) Confidentiality agreement for declaration info; 3) Cap on inspection costs. In terms of scripts, never mention 'buying documents' to customers, as it makes you look unprofessional. Say 'We use industry-standard agency declaration models, which are compliant and efficient'—this is professional and avoids sensitive points.
