When choosing an import/export agent, you must first clarify three types of entities from a compliance perspective: The first type is a pure customs brokerage firm, only responsible for customs declaration and inspection, needing confirmation of its customs-filed declaration qualification,The second type is a foreign trade comprehensive service enterprise, offering one-stop services for customs clearance, foreign exchange, and tax rebates, but you must verify if it is filed with the Ministry of Commerce and has tax rebate qualifications,The third type is a trading company with import/export rights, suitable for cases needing advance payment for goods or agency procurement. The key risk point lies in: Be sure to confirm whether the agent can achieve "dual-head" declaration (operating unit + consignee unit),otherwise it may affect your foreign exchange verification and tax rebate rights. In addition, for commodities subject to license management, you must require the agent to present corresponding qualifications to avoid customs penalty risks caused by "borrowing rights" operations.

From a logistics practice perspective, you need to distinguish the actual boundaries of agency services. Freight Forwarders are mainly responsible for booking and transportation, not necessarily able to declare customs; Customs brokers focus on clearance but do not manage transportation. It is recommended to prioritize "customs declaration + logistics" integrated agents to reduce connection errors. In Incoterms selection, if the agent is responsible for the whole process, try to sign CIF or DDP terms to transfer risks. In terms of fees, detail customs declaration fees, inspection fees, terminal operation fees, trucking fees, etc., to avoid blurred costs by vague "lump sum fees". In terms of timeliness, require the agent to provide time nodes for each link, especially the response speed of key points such as pre-entry of customs declaration forms, inspection cooperation, and release notification, which directly affects your delivery time.

From a business negotiation perspective, you can screen reliable agents through three dimensions. First, look at communication professionalism: truly professional agents will proactively ask about your HS code, regulatory conditions, and tax rebate needs, rather than blindly promising "can do everything". Second, in terms of payment methods, it is recommended to adopt the "basic agency fee + reimbursement" model to avoid full payment at once leading to delayed service later. Third, contract terms must be clear: scope of agency authority, document delivery time limit, error compensation liability (especially demurrage fees caused by customs declaration errors), confidentiality agreements, etc. A high EQ script technique is: "Manager Wang, for our long-term cooperation, can you first provide a proof of your company's customs enterprise credit rating?" This makes you look like an insider and can quickly verify the other party's qualifications.
