The client asked us to label the samples with "FPO" (For Placement Only), saying that this is to facilitate customs clearance. I want to ask whether this labeling will affect the export of our subsequent official orders? Will the customs authorities assume that our products can only be used for display and cannot be sold just because the samples are labeled with "FPO"? Operationally,you must ensure three points。
1. Clearly declare the goods as "advertising samples" on the invoice,packing list,and customs declaration form,using HS code 98030000 (for samples without commercial value) or 98040000 (for samples with commercial value)。
2. Control the unit value within a reasonable range,typically no more than USD 50 or the customs-defined sample standard。
3. Provide a FPO declaration letter from the client,clearly stating "no commercial value,for display only"。
Special reminder: If the same batch of goods is later converted to official sales,customs may question the authenticity of the earlier FPO declaration. It is recommended that you retain complete email communication records as evidence.

For express channels (DHL/FedEx), you simply note "FPO - For Placement Only, no commercial value" in the "Description of Goods" field on the waybill. With a declared value of no more than $50, customs clearance is typically expedited. For air freight, both the main bill and sub-bills must bear the FPO label, and the original FPO declaration document must accompany the goods. Otherwise, destination port customs will tax them as general cargo.
In terms of cost, express is charged by weight (0.5 kg), suitable for small sample shipments, while air freight is based on actual weight, offering cost advantages only for shipments over 100 kg. Delivery times are 3-5 days for express and 5-7 days for air freight (excluding customs clearance).
