We have a client from the Middle East who wants to purchase a batch of industrial resins, and the technical specification sheet states that it contains NC components. Could you please explain what NC means? Are there any special requirements for transportation? This is the first time I've encountered such specifications, and I'm worried about making mistakes.

NC in resin products typically refers to nitrocellulose, which is classified as a flammable solid in the "Hazardous Chemicals Catalogue" and subject to customs supervision conditions 2 (import license) and 3 (export license). You must immediately request a complete Chinese-English version of the SDS (Safety Data Sheet) from the factory to confirm the specific percentage of NC content. If the content exceeds 55%,the UN number of the product is 2556,and it must be declared as dangerous goods for export,if the content is less than 55%,it is 2557. In either case, the commodity inspection process requires providing the "Result Sheet for the Use of Packaging for Exported Dangerous Goods",and the packaging must be labeled with the diamond-shaped mark for Category 9 miscellaneous dangerous goods. Special reminder: Nitrocellulose may spontaneously combust at temperatures above 40°C or under improper humidity conditions. Both storage and transportation must be accurately reported on the "Declaration Form for the Safe Transportation of Dangerous Goods". Failure to report will result in fines of over 100,000 yuan from customs and even criminal liability.

Resins containing NC must be handled as hazardous materials and cannot be shipped as ordinary chemical products. For ocean freight, you need to book a shipping slot with the shipping company 15 days in advance and provide MSDS, hazardous packaging certificates, and technical specifications. The packaging must use Class II or higher hazardous goods-specific drums, with Category 9 hazardous labels and UN numbers affixed. Note: Many shipping companies on Middle East routes have import restrictions on nitrocellulose, and mainstream carriers such as Maersk and MSC require additional approvals, with freight rates 2-3 times higher than normal. Air freight is generally not feasible, as the IATA-DGR lists nitrocellulose as a prohibited item, unless the content is extremely low (<5%) and special approval is obtained. It is recommended to opt for ocean freight LCL, but ensure that there are no prohibited items in the consignment. Additionally, customs clearance at the destination port requires obtaining an "Import License for Dangerous Goods" in advance. You must instruct your client to apply to the local environmental protection department 30 days before shipment, otherwise the cargo will face exorbitant demurrage charges upon arrival at the port.

The appearance of professional acronyms like "NC" in the client's specification sheet indicates that their technical department participated in the procurement decision-making process, which is a great opportunity to establish a professional image. Send an email immediately to confirm the following three points regarding the NC component mentioned in your company's technical specifications:
1. Does NC refer to nitrocellulose?
2. What is the target content percentage and allowed tolerance range?
3. What are the specific application scenarios of the final product (coatings, adhesives, or printing inks)?
This approach not only demonstrates your professionalism but also clearly defines responsibilities. If the client confirms the presence of NC, you should separately list the hazardous goods surcharges and packaging certification costs in your quotation to avoid causing customer dissatisfaction with subsequent price increases. Additionally, add a clause to the contract stipulating that if the product's ingredient information is inaccurate and leads to failed customs clearance or transportation, the supplier shall bear all responsibilities. Remember: More professional clients appreciate you proactively highlighting risks rather than providing explanations after the fact, as this demonstrates greater credibility.
