We recently have a shipment to be imported from Shanghai Port. The customs broker asked me for a bunch of documents, mentioning both "declaration materials" and "customs clearance materials". What's the difference between the two? I'm worried about missing any documents that might lead to port detention and fines. Could you please help me sort out which core documents are actually required for Shanghai Port customs clearance?

From the perspective of compliance and supervision, declaration and customs clearance are two statutory procedures with fundamentally different requirements for documentation. Declaration involves submitting cargo information to the customs authority, with key materials including: 1) a draft declaration form (HS codes, product names, and specifications must be accurate,Shanghai Customs imposes severe penalties for incorrect code entries),2) invoices, packing lists, and contracts (100% consistency across all three documents is mandatory),3) bills of lading or waybills,4) certificates of origin (applicable for tariff preferences),and 5) regulatory certificates (e.g。3C certification, import licenses, and animal/plant quarantine certificates)。
Customs clearance is the post-approval cargo retrieval process, with the key documents being the declaration form payment receipt and the port-area pickup slip. Special reminder: All documents must be prepared three working days in advance. After electronic declaration, the pre-entry number of the declaration form must be retained as a statutory proof for subsequent customs clearance. Failure to declare or misreporting may constitute smuggling,so it is not advisable to take risks in this regard.

The actual operational process of Shanghai Port is as follows:
24 hours before the ship arrives at the port, the manifest data must be sent to the customs. At the same time, the invoice, packing list, and electronic version of the contract should be sent to the customs broker for pre-declaration. After the ship docks at the port, the customs broker exchanges the original bill of lading for the official declaration. If the customs selects the ship for inspection, the unloading of containers must be arranged on the same day, otherwise high demurrage fees will be incurred. After customs clearance, the port pickup plan is processed with the declaration payment certificate.
There are differences in the procedures between Yangshan Port and Waigaoqiao Port: In Yangshan, it is necessary to complete the port pickup plan before retrieving the goods.
Suggestions:
- Prepare two electronic versions and one stamped original.
- Coordinate with the customs broker to establish a WeChat group to synchronize the shipment schedule in advance.
- Name all documents using the format "Date-Document Name-Version Number" to avoid confusion.

I suggest you communicate like this: To the customs broker: “Manager Wang, this batch is urgent. Please list which need originals and which can be digital, and what's the latest deadline? Notify me immediately of any customs queries, and I'll prepare explanations.” This is professional and clarifies responsibility. To the client: “Shanghai port currently has strict inspections for XX products. To ensure smooth clearance, please provide XX documents in advance; we need 3 days for operations.” This manages expectations and shows professionalism. Key technique: CC all emails to your supervisor; get written confirmation for nodes like declaration submission and release to avoid future wrangling. Professional scripts help you gain the initiative and processing time.
