The Certificate of Import Goods for Vehicles,formally known as the Certificate of Import Goods,is a document issued by customs to ensure the legality and standardization of imported goods after the completion of import clearance.This section will focus on the content related to imported vehicles.

The Importance of the Certificate of Import Goods for Vehicles

After completing customs clearance procedures,each imported vehicle will receive a "Certificate." This certificate serves as the vehicle’s "ID card," passing through four stages: from the importer to the dealer,then to the buyer,and finally to the vehicle management office for registration and archiving.It is a crucial document proving the vehicle’s legal importation and is essential for its lawful operation and registration within the country.

Scope of Issuance for the Certificate of Import Goods for Vehicles

This mainly applies to imported vehicles that have completed customs clearance procedures.However,it does not include the following categories:

Goods that will be re-exported,such as temporary imports,repair items,processing trade,and leasing trade.

Originally exported goods that will be re-imported.

Bonded goods entering from overseas.

Bonded goods moving between special customs supervision zones.

Vehicles imported from overseas by specific foreign institutions or representatives.

Issuance Process for the Certificate of Import Goods for Vehicles

After the port customs accepts the import declaration data for vehicles,the consignee must supplementarily submit detailed vehicle data to customs.

After completing customs clearance procedures for imported vehicles,the consignee may apply to customs for issuance of the [Certificate].

3.Each vehicle can only obtain one "Certificate," meaning the "one vehicle,one certificate" policy is implemented.

Reissuance Process for Lost Certificate of Import Goods for Vehicles

If the [Certificate] is lost,the current legal owner must apply for reissuance from the original issuing customs office and submit relevant proofs and application materials.After verification,customs will reissue the certificate.

Time Requirements for the Certificate of Import Goods for Vehicles

The consignee must apply to customs for issuance or replacement of the certificate within three years after import goods release.Late applications will not be accepted.

Once issued,the certificate cannot be altered.If modifications are needed,apply for replacement within the specified timeframe.

The certificate is primarily used by public security traffic management departments for import vehicle license plate procedures and cannot be used for other purposes.
