I.Declaration Regulations for Import/Export Sports Goods

All temporarily imported and exported sports equipment,competition supplies,and technical equipment must be declared by the relevant organizing unit or its authorized customs declaration agency.During import or export,a "certification letter" and a "material list" issued by the relevant department must be provided to complete customs clearance procedures.In the "supervisory method" column of the customs declaration form,"temporarily imported/exported goods (2600)" should be entered.According to the relevant provisions of the "Management Measures," the category of temporarily imported/exported goods,the date of re-export or re-import (not exceeding 6 months),and the number of the "Customs Temporary Import/Export Goods Verification Confirmation Letter" (if any) must also be filled in the "marks and remarks" column.

II.Permissible Stay Duration for Sports Goods in the Country

Sports goods temporarily entering or exiting the country must be re-exported or re-imported within 6 months from the date of entry or exit.Under special circumstances where an extension of this period is required,the permit holder or the consignor/consignee shall apply for an extension with the competent customs authority and submit the "Application Form for Extension of Temporary Import/Export of Goods" along with relevant materials.The extension can be granted for a maximum of 3 times,with each extension not exceeding 6 months.If the temporarily imported or exported goods are damaged or lost due to force majeure,the permit holder or the consignor/consignee shall promptly report to the competent customs authority to complete the necessary procedures.

III.Using ATA Carnets for Temporary Import Customs Procedures

According to the "Announcement of the General Administration of Customs on Accepting ATA Carnets for the Temporary Admission of Sports Equipment," starting from January 1,2020,to support major domestic sports events such as the Beijing 2022 Winter Olympics and Paralympics,customs authorities will accept ATA carnets for the temporary admission of "sports equipment." These carnets are used to handle customs procedures for the temporary admission of sports equipment necessary for sports competitions,performances,and training.It is important to note that goods temporarily admitted using ATA carnets must be limited to those specified in the relevant international conventions on the temporary admission of goods to which China is a party.Additionally,the tax administration of temporarily imported and exported goods shall comply with the "People’s Republic of ChinaCustoms Tariff Regulations.
