This type of warehouse is mainly to facilitate exporters to carry out some necessary operations before and after the export of goods,such as classification,packaging,sub - packaging,etc.The establishment of an export supervision warehouse can relieve the pressure on exporters and avoid additional costs caused by the inability to export in a timely manner.

Classification of export supervision warehouses

Export supervision warehouses are divided into two types: export distribution warehouses and domestic transfer warehouses.Export distribution warehouses mainly store export goods for the purpose of actual departure from the country,while domestic transfer warehouses mainly store export goods for domestic transfer.

Goods that can be stored in export supervision warehouses

The following types of goods can be stored:

(1) General trade export goods;

(2) Processing trade export goods;

(3) Export goods transferred from other special customs supervision areas and bonded supervision places;

(4) Export distribution warehouses can store goods imported for assembling export goods and packaging materials imported for changing the packaging of goods in the export supervision warehouse;

(5) Other goods that have completed the customs export formalities.

Goods that cannot be stored in export supervision warehouses:

(1) Goods prohibited from entering or leaving the country by the state;

(2) Goods restricted from entering or leaving the country by the state without approval;

(3) Other goods that the customs stipulates shall not be stored.

Management requirements for export supervision warehouses:

(1) The storage period of goods is 6 months.With the consent of the competent customs,it can be extended,but the extension shall not exceed 6 months;

(2) Goods stored in the export supervision warehouse shall not be substantially processed;

(3) GoodsRelevant matters need to be carried out in accordance with relevant national regulations;

(4) For export goods stored in the export supervision warehouse,license documents shall be submitted or export duties shall be paid in accordance with national regulations.

Conditions for applying to establish an export supervision warehouse:

(1) Obtain the business entity qualification,and the business scope includes warehousing operations;

(2) Have a special place for storing goods.The area of an export distribution warehouse shall not be less than 2,000 square meters,and the area of a domestic transfer warehouse shall not be less than 1,000 square meters.

(2) Schematic diagram of the geographical location and floor plan of the warehouse.

General process of applying for an export supervision warehouse:

Prepare relevant documents: First,you need to prepare all the necessary documents and supporting materials,including but not limited to the company registration certificate,schematic diagram of the geographical location and floor plan of the warehouse,the companys business license,tax registration certificate,etc.

Submit the application: After having all the necessary documents,you can submit the application to the competent customs.You can choose to submit it online or on - site.

3.Online submission: Users log in to the "Internet + Customs" integrated platform,enter the "Administrative Approval" module to submit the application (http://online.customs.gov.cn).

4.On-site Submission: You may directly submit your application at the "One-Stop Window" for administrative approvals under the respective customs offices.

Wait for approval: After submitting the application,you need to wait for the customs approval.The approval process may take some time,and the specific time depends on the customs work process and current workload.

Acceptance: Within 1 year from the date when the customs issues the approval document,the enterprise needs to apply to the customs for the acceptance of the export supervision warehouse.

Registration and obtain the certificate: After the export supervision warehouse passes the acceptance,it can carry out relevant business only after being registered with the customs and issued the Registration Certificate of Export Supervision Warehouse.The validity period of the Registration Certificate of Export Supervision Warehouse is 3 years.
